Exclusive insight in to major carrier product portfolio’s and potential rate negotiations ahead of the 2027 selling season.

  • Rate changes and ACA product portfolio for 2027. Average requested increases of 17.1% (individual) and 11.5% (small group), with some carriers filing as high as 41%. More to be confirmed officially.
  • Low-income SEP effectively ends. The special enrollment period for households at or below 150% FPL is functionally eliminated after 2026, since APTC eligibility for income-based SEPs is removed.
  • Stricter reconciliation enforcement. Marketplaces must now deny APTC if a tax filer received APTC the prior year and failed to file/reconcile, tightening from the prior 2-year lookback.
  • APTC eligibility removed for lawfully present immigrants, effective Jan 1, 2027. US Citizens, Green Card Holder, COFA Migrants, Cuban and Haitian entrants still accepted. Please reach Custom Benefit Plans regarding product alternatives for these members.
  • No more cap on excess subsidy repayment. Starting tax year 2026, filers repay 100% of excess APTC at tax time (no cap), first hitting in early 2027 filings.
  • For 2028, auto-renewal could be eliminated (not officially announced and subject to be Pennie’s coordination with government federal guidelines). Fall 2027 would be the last year most enrollees get auto-renewed; after that, active re-enrollment could be required annually.
  • Enhanced Premium Tax Credits remain expired. With no renewal signal from Congress, keeping pressure on affordability across all income bands, not just above 400% FPL.
  • Open enrollment date confirmed: November 1st – January 15th for Pennie.
